help me : rhel 4 update kernel error

rhel 4 升级内核到2.6.27.8，启动报错，
如下：

ide_generic: i/0 resouce 0x1F0-0x1F7 not free
ide_generic: i/0 resouce 0x170-0x177 not free
red hat nash version 4.2.13 starting
enforcing mode requested but no policy loaded ,halting now!
kernel panic - not syncing :attempted  to kill init!

我在make menuconfig 中把一项 forcing mode loading 也选上试了，也是同样的问题，那位能告诉什么问题啊

升级过程如下：
#make mrproper
# make menuconfig
#make bzImage
#make modules
#make modules_install
#make install
#reboot

2.6以后的内核，编译不用这么步骤，
只要
make menuconfig
make
make modules_install
make install
redhat as5貌似最高只能升级到2.6.24
我自己编译2.6.27一直都是kernel panic
