apache问题？an appropriate representation of the requested resource /install.php

我在安装discuz以及cmsware的过程中都碰见了这种情况：
Not Acceptable

an appropriate representation of the requested resource /install.php could not be found on this server.

奇怪的是在安装discuz时，选择“简体中文GBK”时出现以上情况，选择“简体中文UTF-8”，“繁体中文BG5”，“繁体中文UTF-8”时都不会出现这种问题，请教原因！

搞了好几天了，不知原因，苦恼!

服务器环境;
fedora5 php5.1.4 Apache2.2.2 mysql5.0.22  Zend Optimizer v3.0.1(除zend外都是光盘自带的rpm安装，后经过在线升级)
