GB2312 and UTF-8?

I installed KDE 3.2 beta 2, but I do not know why, Gnome 2.4 is using GB2312, but the new KDE is using UTF-8, How can I set the KDE to GB2312?

I installed the chinese package, but the chinese characters can not be displayed correctly, I think because the zh_CN rpm is GB2312, but my KDE is UTF-8.

the Country, region and language sttting in KDE has English US only, I can not add chinese support, anyone knows why?
