Re-installing a system is always the last resort. I don't use Fedora, but I used similar approach to revive a broken Debian system.
Assume you are not going to compile rpm source codes, I have some clues:
1. download rpm-xxxx.rpm from the internet
2. extract it with cpio into your system
3. if you don't know how to extract files from rpm with cpio, you may consider to convert it into a tarball (tgz) with alien, then extract the tarball into your system
4. once rpm is in place again, update your system once in order to let your system update the rpm database
