应该是你的sources有问题，重新设置一下。我用的是cn99的源，速度很快，而且用了半年也没有问题。
我凭记忆写一下（不知道对不对，不过大致是这样的）：
deb http://debian.cn99.com/debian testing main contrib non-free

连配置一起删掉可以用：
apt-get remove --purge fcitx
