chmod is not work

"chmod -R 777 /var/www" is not work
"chmod 777 -R /var/www" is good

why ?
i checking the manual and amazing , look following floor

i checked the manual that is saying " chmod [OPTION]... MODE[,MODE]... FILE...."
it mean that is first idea as i said, why was that ?
