关于老机器的网速

我弄了台老机器，装上debian，发现网速非常慢，不论是从外网下载，还是局域网内传文件，都只有20-50K

网卡是rtl8139c，是百兆网卡，256M内存、p3 cpu
网卡拔下来用橡皮擦过了，换过pci插槽，还是没用

在它上用wget从另一台机器上下东西

或者apt-get install *

都不超过60K，我想知道是硬件原因还是软件，硬件的话我就没辙了，软件的话有什么办法不？

单看硬件应该没有什么问题，这个配置比我的老机还强不少呢，网卡同样是8139c，软件方面不知道原因了
