1.  Your temp directory must be wirteable by the user who run wine.  "/" is owned by root and it is certainly not writeable by normal user!
2.  Are you sure "Filesystem"="winxp" correct?  I don't think so.  You should read the sample config file carefully.

Because notepad is only a tiny app, it does not consume much resources and it does not cause your wine to write anything temporarily to your filesystem!

Back to your case:

1. You should define a place where you have write access as the storage for temporary files.  You may consider to use /tmp.
2. Below is extracted from the sample config file:

Even you are installing applications for nt and xp etc, you should use filesystem=win95 as your filesystem.  There is no filesystem=winxp!

This tells wine to use the correct filesystem, not the applications to be supported.

Please read the sample config file very carefully, don't be lazy next time!

其实有时候装不上不是因为配置文件的问题
有可能wine还不能支持这个程序
也有可能装wine时没有完全融入你的系统，建议从源码安装。
